Montgomery County , KPRC Local 2 reported Sunday. Houston Society for the Prevention of Cruelty to Animals rescued 27 dogs and 21 cats on Saturday. SPCA officials said the dogs had a variety of medical problems, including mange and hair loss. The animals were living in cages filled with urine and feces.
